Gotta go with It's the Ones...
I think City and Eastern would be strong competition if I had heard it first, but having heard the first two, it sounds like he was going in one direction, and when it changes up on C&E on some songs, I think how I would've preferred something more like ITOWCTTLST.
if I didn't have that expectation, I think C&E could've been an easy # 1.
That said, I think ITO... is his most cohesive record.

I've gone for It's the ones... as well - it's the album that I borrowed from my old housemate and listened to for hours on end while writing essays , or sitting out at bonfires in the park at the end of university so it's the one most burnt into my memory.
I think I probably like the songs on City & Eastern Songs more, it's just It's the ones is wrapped up with the some of the best times I've ever had. |

for me it was it's the ones who've cracked.
i think i saw some songs played at gigs before it was released, especially arrow. it's still my favourite jeff song... |
